On the one hand, there is a strong theme of self-reliance and survival without any government assistance. In fact, Scarlett's entire support system and government is completely destroyed, and she take the bull by the horns to take care of her family. But, then she goes too far. GWTW then turns into a warning (?) against throwing away all societal mores and ties in the process of self-reliance. Rhett, too, shows that you can't be a scoundrel and still expect to be welcomed in society. It's an interesting balance that I think does ultimately show a conservative message - individual responsibility tempered by society's norms.
