Is it because some man will have to go to the effort of taking her pants off before he rapes her?! I would argue that in court. In that country, one would think a dress would be indecent. The pants cover her from waist to ankle, but those zippers and buttons get in the way of a quick rape on the way to the local bar. Man, these women are becoming so inconsiderate.
