We all receive criminal background checks before we are hired, in addition to the usual testing. The Census has grown from counting legal voters for representation (that was foiled by the Slave States who wanted to count their slaves to add to the value of their own votes right when the Constitution was being argued out) to providing statistics for returning money to local area the fed never ought to have collected in the first place. But you don't fix this sort of thing by bad-mouthing your neighbors who need jobs and are actually willing to work! Any fraud is seen as extremely serious. We even have to return spare envelops and other random supplies. But then, this is the heartland, and it is a whole 'nother country.
