Persons who rent "their property" have the same rights as property owners. Even in public housing, your threshhold, door jam, "porch", et cetera---have been upheld in court as being personal. Being a renter does not abrogate your right to display the flag, and courts have sided with renters in these cases. He has to be careful that he is not encroaching on a public space---hallway, sidewalk, or similar. He may not can fly as big a flag as he'd like to fly, be he cannot be denied the right to display the Stars & Stripes. This law does not protect state flags, "sporting" flags, or decorative flags, only the national flag.

I'm not very good at detecting sarcasm in print, so I don't know if you are being purposely oblique. I've heard Baldwin on the radio, and it was bad---oh so very bad. I do believe in second chances, but if Baldwin is going to talk on the radio, he'll have to step it up considerably so the people who do like him will listen (but I'm not one of them).
