They were going to be relegated to the collector and show circuit. Teams with extra chassis were leasing them to teams and drivers that don't usually run in the series. (24 or 26 cars was the normal entry.) It was at best injudicious to let some of the lesser entrants out onto a track this fast but I'm not sure that that really had anything to do with this accident.
