It is just a system. When the property owners' only recourse is to call the police and wait for hours to file a report that very likely will NOT be followed up on, and then have to deal with their insurance company - and that is only if they are covered for the theft, then how the hell can anyone with a sane mind claim justice has been served? We are in an economic downturn, where police departments are being cut back, and some departments are not responding to property crimes, and other towns, like in California, have completely elimnated their police force, relying on county mounties to do the job.
