Tragic accident...so sorry to all involved...the article would suggest the driver turned in front of or into Mr. Howrey...not much room to bail out...

If I choose to build a home in a known flood-plain, I am forced to buy flood insurance. That covers my losses, but it does not pay for flood mitigation work. Fire insurance is included in *most* home owners policies. It covers your losses, but not the cost of fighting the fire or mitigation work. The issue here is who is responsible for the costs incurred to fight fires and mitigate their effects. The answer is ALL OF US. That's why we pay taxes. We don't get to vote on how our money is spent...at least at the federal level.

I think if you read the story the gist is the role corruption and crappy construction play in exacerbating the death toll in a disaster such as this.
