Laws or not, you cannot save people from themselves. And no one in this country is real big on personal responsibility either. So it's a giant cup of steaming fail every time someone dies from doing something dangerous they choose to do and politicians start wringing their hands and salivating at the mouth in hopes of some future legislation to throw on the pile.
