Anyone who "loans" their car afterwards will also be held accountable. After hefty fines (and of course the obligatory "counseling") the car could be returned with a specialized license plate (bright red, say) so EVERYONE will know that driver has a DUI offense. A modern day Scarlet Letter and a little public humiliation might serve as a deterrent. But, sadly, I'm not sure even that would do it.
