<description>Yes, some people just don&amp;#039;t get it! and MOST DO NOT! First time offenders rarely re-offend. Those that do, you will find that they:  1. DID NOT KNOW their victim  2 The VIOLENT rapist  3. The REPEAT offender.  The vast majority DO NOT re-offend. The molesters are in your family. 93% of all NEW sex offenses against children are committed by family members and those known to the family!  Why are all the resources being put into the low to no risk offenders?? This is why the rare cases of kidnapping and murder from repeat offenders are so hard to concentrate on. Law enforcement is so busy with those who do not repeat an offense that they just cannot be effective with those who are truly dangerous..  Children are actually safer walking down the street than in their own homes, for God&amp;#039;s sakes. It&amp;#039;s more about parenting than anything else.  It is EASY to &amp;#039;EMOTIONALIZE&amp;#039; our society with myths, lies, hate and propaganda which has resulted in mass hysteria in this country.  The news media and politicians have rode this hysteria band wagon for ratings and votes. They could care less for protecting children.  Because if they did care, they would be concerned about the &amp;#039;More Harm than Good&amp;#039; that is a result of creating knee jerk legislation that ENDANGERS CHILDREN. NOT one iota of &amp;quot;evidence based research&amp;quot; went into these sex offender laws. MOST people, gloss over that fact because you have been &amp;#039;emotionalized&amp;#039; by media and politicians.  Use your brain that God gave you. &amp;#039;THINK&amp;#039; of the DANGER these laws have created! More laws without research can only make the problem worse! NOT BETTER. We desperately need the Interim Study on the AWA.  The blind will follow the blind!  You will NOT see any advocate for effective RSO laws and for getting rid of laws that &amp;quot;cause more harm than good,&amp;quot; EVER condoning any type of sexual abuse.  We all feel that our children MUST be protected. We have SEEN from EXPERIENCE that what the lawmakers are doing now, is NOT WORKING! Wonder why?  It&amp;#039;s because of just what we keep saying, &amp;quot;those who are most likely to molest your child are NOT ON THE REGISTRY!&amp;quot; We understand that there are some sick people out there who are truly dangerous. THOSE PEOPLE need the FULL ATTENTION of LE.  If LE were not so overtaxed with no risk, low risk former offenders perhaps that girl in California would have been found before she bore 2 children of her captor lived her life as a captive.  Those of us wanting effective laws want to protect children, as a matter of fact, we would like to address the issue BEFORE a child is molested rather than after. </description>

<description>I have to agree with  CivilRightsLady 110 percent.  Understand this, Level III doesn&amp;#039;t mean crap. There are many teens for consentual sex on Level three. There are adults who were convicted as young as 10 years old, who when they become 18 were placed on Level IOII.  Here in Oklahoma, the recidivist rate across the board is around 7-8 percent, yet almost 80 percent are on tier III.  Law enforcement has told me that there are very dangerous individuals on Level I who are much more of a threat than the vast majority those on Level III.  The so-called Tier system is messed up. Even the federal government says they cannot be trusted or relied on.  Non-aggravated, non habitual, former offenders who&amp;#039;s only one offense was committed 10-20 and more years ago.  Until we, as a society  begin to understand the research, the law makers will continue to write knee jerk, feel good, non effective laws that has unintended consequences like actually endangering children and the whole of our society.
