<description>Actually, Jim Bunning was not a nay vote.  He did not vote at all.  But your count of 60-39-1 is correct.  What would have been Kennedy&amp;#039;s vote was made by Paul Kirk (D), who was appointed to fill his seat until Scott Brown was sworn in. </description>

<description>And it&amp;#039;s easily verifiable if you go to senate.gov to view the vote tally that fugonn has the numbers exactly right and you are wrong.  For the better part of the first two years of President Obama&amp;#039;s term the Republicans had only 40 Senators.  It takes 41 to filibuster.  In case you got poor grades in math, that is one short for the Republicans to block ANYTHING.  The only way a filibuster was possible prior to Scott Brown officially taking office was if one of the two Independents (Liebermann or Sanders), or at least one Democrat were to side with the Republicans.  The vote on the ACA was 58 yea from the Democrats, 2 yeas from the Independents, and 39 nay from the Republicans.  Even if Senator Bunning had voted, and voted nay, it would have only been 40 votes against.  There is not one thing that the Democrats wanted that they could have not included except for the fact that there were Democrat Senators that had to be bribed and/or coerced to get what they got.  Like it or not, you are demonstrably wrong in your assertions. </description>

<description>What you are missing is that they are cutting jobs that are currently not filled by anyone hence no layoff for that position.  The unfilled position is simply eliminated.  It&amp;#039;s the same way they claim cuts to the budget without actually reducing spending.  Government accounting is a unique beast.  If private sector businesses tried to do their accounting in the same fashion that the government does they would face investigations and punitive action by the government.  Ironic enough? </description>

<description>You are ignoring the obvious differences between the Federal health care law mandate and a State requirement to prove financial responsibility for liability when operating a motor vehicle.  First, you are not required to purchase insurance in Washington State.  You can establish proof of insurance through a Certificate of Deposit or a Liability Bond through the state.   RCW 46.29.090: Requirements as to policy or bond RCW 46.29.630: Self-insurers RCW 46.29.550: Money or securities as proof  Second, with the health care law you are mandated to purchase or acquire insurance merely by existing.  You need take no other action.  Liability insurance is only required to operate a motor vehicle on public roadways.  Third, the Constitution places limits on the Federal government by defining the powers delegated to the Feds.  The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.  Finally, the Federal mandate is dictating actions that you must take for your own good, which would be similar to mandating you must purchase a certain Federally approved amount of vegetables for your diet because they protect your health.  State requirements are for liability in the event you cause harm.  The requirement is that you have established coverage to make whole recompense for damage that you do through your actions. </description>

Your employer could provide their product or service at a lower price if they did not have to pay into unemployment insurance.  Pigs could fly if they had big enough wings.  Fish could ride bicycles if they had arms and legs.  The money never went into the employee&amp;#039;s check, it was never deducted.  You two idiots are speculating without considering reality, I am pointing out an indisputable fact.  Look it up on the Washington State Department of Labor website.  It is right there in black and white.  But what would I know.  I only have years of experience with a multi-million dollar semi-monthly payroll for over 700 employees.  I can guarantee you that not one of those employees has ever paid a single cent that they earned into unemployment insurance.  They pay into their health insurance, their Labor &amp;amp; Industries (Workers Comp) insurance, and their retirement options, but not unemployment.  Find indisputable evidence to the contrary and I will eat my hat. </description>

Employees build up eligibility by working, but they do not have a single penny deducted from their checks for UI tax.  Most employees have a deduction for L&amp;amp;I, but L&amp;amp;I is not unemployment. </description>
