The premise behind Money In the Bank is that both Superstars are present in order to ring the bell to start the match. A forfeit can only happen for a previously scheduled match.

Yes, but he had nothing to do in NXT. His gimmick is more about fun than developing serious feuds, at least to begin with. He gets a fresh start this way just coming back after injury. Plus, the NXT roster became pretty stacked in the last few months.

They don't need her. They were the best female heels in NXT until Baszler came in. She's talented, but you don't need yet another 3-woman faction.

WWE has been working in Saudi Arabia since the mid-90's as part of their Worldwide efforts. This isn't anything new. It is about trying to improve brand awareness, especially with the Women's Divisions being highlighted more on the main roster. WWE just last fall finally had Women wrestle in the Middle East. It's a very long road to try to inspire change. Granted, that's the best case scenario, and worst case is wrestlers are participating in such a large event as a means to job security.

Since none of us can properly discern the true intentions, let's try to enjoy the entertainment (or not, if you find the partnership not to your liking). The great thing about these events is, you don't have to watch if you don't want to.
