How the road performs is more than simply traffic flow, however I understand that driver perception is how it will be judged by most.

The city needs to study the intersections and remove some of the traffic lights, there is no need for number that currently exist. Then the timing would need to be addressed and perhaps then it would seem better to most.

I would like to see these things broken down into "must have" and "would be nice". Although I'm sure everything would end up in the "must have" column.
When I read things about not having enough lights in the X area, or this is an old fuse panel, it makes me scratch my head, the district used to have an electrician on the full-time payroll, can't some of those things be addressed in the current budget?
No doubt some updating is needed, I just wonder how much stuff is getting thrown in this box to help the justification.

What happens if question one passes but the second question does not
pass?
Response:
The district would have authority to issue the bonds but would be unable to start
either project because the district would not have the money to fund the projects
as presented in question one. The District must be able to complete the projects
as stated in the first ballot question.

Shannon, When the recycling program started, every house got a free bin, but they do charge for replacements/extras. I have never had one stolen, but I have had one blow into the street, get hit by a car and end up at the neighbors!

Will, I don't think they even do curbside sort anymore, and either way who cares what contains it until they get there? I did get a sticker once 'cause I didn't put the newspaper into a paper sack before putting in the bin...

One thing that needs to be addressed is the unenforced requirement to use the recycling bin. The city code says that you must use the bin, however a windshield survey in any neighborhood will show that around half of the houses don't comply.

It's not the most convenient but Best Buy will take your e-waste free. Some items have a fee, but they give you a gift card in that amount.

The requirement for trees to be incorporated into the parking lot was put there for a reason, allow me to speculate that one of those reasons is a large lot is pretty sterile and tress make it much more attractive. Of course WM would want to eliminate that as it makes paving and snow removal more affordable. Unfortunately, there was no resistance to the request and they were allowed to delete the 'trees in the lot' requirement. It's almost as if we were afraid they may not put a store here if we would try to enforce the requirement... trust me, there is no chance of that, and now we will have another 10 acre concrete "field" in town.

It was the council, I don't recall who was on at the time, contact the city clerk and have her look up the minutes of the meeting (they don't seem to post them on their website).

I doubt it, if you recall WM already asked for and was granted a waiver on the requirement to have trees in the parking lot. Perhaps not a 'green' requirement, but it certainly goes a long way toward making a parking lot as appealing as a parking lot can be.

Talking on a phone (hands free or otherwise) is more dangerous than talking to a passenger. The passenger is generally aware of the traffic and other conditions and conversation often slows or stops during critical driving situations, if you are on the phone the other party has no idea that you are passing, merging, turning or otherwise have an increased workload and continues the conversation unabated.
The "hands free" laws are a joke, it's not what your hands are doing that make you dangerous, it's what your brain is doing.
