Hi Mark, the 3/5's rule was about power politics. It only applied to the census and the apportionment of representatives in congress. If the slaves counted as full citizens the southern slave states would have been granted more seats in congress and therefore more power to block changing slavery laws. The modern parallel to this is California and the large population of Illegal aliens. I have seen it claimed that if only legal persons (citizens or legal immigrants) that California would lose 17 of their congressional seats.
