The PARENTS. Perhaps a nice little referral to child protective services is needed for any child who is not succeeding in school. It is the parents responsibility to raise their offspring. I'm sorry but that is signing up for more than just procreating. The morning after includes feeding, clothing, rearing, and also educating. I really love these parents who have the child and then when the kid turns 18 says ok we're done, you have to figure out all your college expenses by yourself. No, we all know that you pretty much require a college education in these times to even support yourself. If you, as a parent, can not afford to help your child with college, then don't have one!
