This is the type of stuff that lands in the legislature at little notice in an effect to stop the bleeding and mismanagement overall. It's an attempt to bandaid our situation with some low-hanging fruit without regard for consequences on the economy overall, but not sure Ritter cares about that...he's leaving anyway.
