<description>I once owned a Victorian which is as you described.  After careful consideration, we painted over the many layers of wallpaper, that were probably what were holding most of the plaster up...lol.  Then we used stencil and wall border to spuce it up...not the best idea but not the worst.  This came after trying to change the flooring in the laundry room, offered up over 7 layers of underflooring.  We began to call it the pit of dispair every night that we had to go home to work on it.  Hence, the  paint over the wallpaper scheme. </description>
