<description>My guess is that it was written by a person, who, if old enough, probably thinks African Americans should still be drinking from their own water fountains.  As I recall, the Civil Rights Act of 1964 wasn&amp;#039;t so popular with the people, but necessary legislation.  The same is true of legislative acts like those taken by the Vermont legislature yesterday in overturning Governor Douglas&amp;#039; veto -- they may not be popular with all the people, but its necessary legislation.  One of government&amp;#039;s roles is to protect the rights of the minority.  Vermont did that yesterday.    ~ Jason  </description>
