When she decided to go on Hannah Montana and be a rockstar she signed up to be a role model for little kids. Yes she makes mistakes, but the mistakes she makes are amplified a lot more because she is supposed to be a figure for people to look up to. And with that knowledge she continues to do really lame stuff.
