If you are happy on 3.1.2 stay on it download tinyumbrella connect your phone and kick it out of recovery and you should be fine, honestly if I could have stayed on 3.1.3 I would have, you do what makes you happy also save your SHSH files to server in case you decide to try OS4 dont like it u can downgrade...I hope this helps you

No download tiny umbrella and open app then click on kick my phone out of recovery button I am not 100% sure bout this but I heard that os 4.0 makes the 3G lag making it slow so you may want to research an option thats best for you I wish I stayed on 3.1.3 on my 3GS...

It would depend on what OS u r on if its 4 or 3.1.3 you can buy a phone book activation sim of ebay..
