Those who want to drink will drink regardless of the law. I guess if we, as a society, wanted to stop the problem of rape, we could just go back to prohibition. That worked, didn't it? No rapes happened during prohibition. How many European countries restrict drinking to those 21 and over? Can you think of one? Of course the laws regarding alcohol are pretty restrictive in Saudi Arabia and Iran. Those are a couple of models for us to follow.
