I dont know if you are serious or blowing smoke when you say you were head of the dam, but you address some important and interesting questions.

If anything, the lack of ability to open all 3 gates sounds like a managerial problem.

Didnt happen in 60 years...

So, how many times in 60 years did you say or hear "What if?"...as in, what if the dam breaks?

There is NO EXCUSE for not having insurance, and I, for one, am not willing to foot the bill for negligence.

I hope everything works out for all involved parties, but there is no excuse for not being prepared.
