What are they going to fill that dent with? Stronger drugs? I would prefer that there is this black market on an innocuous drug like pot than on more hardcore drugs like heroin or meth. The cartels will make their money somewhere, please don't think they will just go away. As it is anyone at anytime can get pot when they want.
