One question that has never been addressed...... Where will the qualified personnel come from? Does the city have a war chest ready to tempt current Xcel Employee's to work for the Muni? Despite what one thinks of Xcel on the corporate level, the boots on the ground people are very competent.

Fairly widespread subsation outage in S. Boulder around 5am affecting 3k+ people. Xcel had it fixed in 30-40 mins.... I can only guess how long the span would have been with the Muni in charge.

Yes you are correct....and I bet the 2018 is not in stone either as well to do owners of Victorian/Older houses that rent for insane amounts downtown will be hard to sell as the date approaches. They will pressure the city to move the date as the costs for compliance will be to great even for them.

SmartRegs is a 100 pt. system that only the most drafty single pane window turn of the century houses fail. The city has just a few people dedicated to rental licences who are loaded with paperwork( I've seen the stacks in their office in the city building next to Mustards Last Stand) and can barely handle multi-family properties in Boulder much less going around in a Prius checking on under the radar rentals.
