If I made enough money to live in Boulder, I wouldn't. ;-) "Boulder has a goal of maintaining a reserve worth 15 percent of the general fund. The 2016 budget maintains a 16 percent general fund reserve." I wonder how many politicians constantly eyeball that chunk of unspent money, salivating.
