If you look at the cities and states with the highest violent crime rates they also have the most restrictive gun control laws. Active shooters (and criminals in general) do there best to ensure that there targets can't fight back. That's why they choose locations where people either can't lawfully be, or are less likely to be armed. When was the last time an active shooter incident happened at a police station?
