<description> have been watching this bailout, TARP and economic stimulus problem over the past month or so. As far as I see, it continues to escalate without solution. Just throw money around to solve the symptoms. It does not address the root cause.    I just calculated the cost or the Bailout, based on an estimated 131 million tax payers. I assume this is a HIGH number, and in reality is probably less if you remove corporations and businesses paying income taxes. Base on this estimate, it will cost each American Tax Payer nearly $23,000 dollars.  When you talk about giving tax payers stimulus checks for $500 and $600 dollars each compared to what the Banking and Mortgage companies, as well as other business and industries who have their hand out (measured in BILLIONS), this does not seem &amp;ldquo;fair and balanced&amp;rdquo; to me.  First $700 Billion TARP, then $800 Billion economic stimulus, and now add an additional $1.3 TRILLION on top.    Yes, un-employment (joblessness) is high. Has anyone addressed the issue of sending jobs off-shore by American corporations? Including the banking industry, who rely heavily on out-sourcing to India? Has anyone addressed the use of VISA&amp;rsquo;s to bring in foreign workers to work JOBS that Americans could do? That alone has been estimated around 1 Million plus. If you look at how corporations have shifted business offshore for tax purposes and improve over all profit in operations, can you add that number of &amp;ldquo;misplaced&amp;rdquo; workforce into the overall un-employed?  Odds are that banks are using TARP monies to support offshore operations. If that is the case, has that been addressed? Are TARP monies being sent offshore by the banking, mortgage and auto industries in any format? Are state and federal governments also outsourcing any services to India, China and just about any other country who offers cheap and well educated workforces?   This whole matter is leaking like a sinking ship. No one is looking at the issues. Where is the accountability?   When will it stop?   </description>
