I agree. I grew up in the shadow of the Bomb, and I have to say I was much more sure that things would be okay. I studied Russian Culture and Soviet Culture (they are different, by the way), and came to realize that they were very much just like us in our day to day lives: they wanted a better future for their families and their society, they embraced technology, civics, art, music, and they were ahead of us in some ways in equalizing opportunities for both genders (a woman astronaut in space--in 1963), and had many female scientists. Today, with some of the fanatical and oppressive cultures out there today, I am not so sure that our future as the human race is so secure.

So, the reason it isn't being handled by the State is because the regulatory environment is structured that way. Rail, Air, Telecommunications...they are all governed by Federal Agencies for a reason. Besides, I don't want the State Patrol stretched any thinner and being distracted by playing Railroad Cop. Yes, the TSA is a joke and a waste of time. But dealing this at a Congressional level *IS* appropriate to get the responsible agency appropriately "incentivised".
