The City Council does not manage the city or the budget. They hire a city manager to do that and set policy for the manager to follow. They approve the budget but certainly do not manage it on a daily basis. No city council person is or needs to be an expert on any aspect of local government. They need to know how to make sound policy decisions and it doesn't take a homeowner to do that.
