The Robot Masters in Mega Man 4 and 9 weren't Wily's creations, so he probly learned, had a lapse in memory for the next four games, and learned again.

Actually, wouldn't having just one eye provide more vision than having 1 of 2 eyes? Look at Cyclopses, or maybe even Wheatley?.. So as you can see, the Demoman is still at a visible disadvantage.
