<description>I almost forgot one important item that again supports what I have stated above .  The return of service order (the verification paperwork required by the court when any person is served a DVP order) shows BM1 Ruggiero&amp;#039;s signature and CGIS Justin Shaffer as the USCG member who ended up serving BM1 Ruggiero the final order in Aug 2007. I believe the NH Attorney Generals Office arranged this with CGIS when they spoke to CGIS Williams. I have provided copies of all of this paperwork/information I&amp;#039;ve listed above to both the CGBLOG ,CG Report as well as the 7th District and Department of Homeland Security. </description>

<description>This is fact and the USCG is well aware of this. I have the signed letters from the NH Attorney Generals Office, all 4 Senators,CDR Popiel, CDR St. Pierre, MKCM Della Rocco, BM1 Ruggiero, CGIS Williams, CDR Pruett and by Captain Lee of the 7th District. Each only reconfirms what I have stated. I have the voice mails left by CGIS Williams regarding the MPO he was suppose to have issued against Ruggiero. I also have the pictures of BM1 fully armed in uniform with other USCG members, his Attorneys under oath statement as seen above, plus Ruggieros statements under oath and training records. Ruggiero signed a court ordered release that granted me access per the family court to all of his USCG personel records.  The USCG let Ruggiero back in when he had a DVP order held against him from CT in 2006. Twice they have violated the Lautenberg Amendment, Once when the member went title 10 FT Status in 2006 and again in 2007. The USCG chose to transfer him from Mayport to Charleston verse remove the member from weapons  It is fact that the USCG messed up, at the very least you think they would own up to their errors for once and rectify the issue not by lying and/or hiding behind the Privacy Act but instead put systems in place to help prevent this almost/potential grave mistake from happening again </description>

<description>Senator Kennedy, Senator Sununu, Senator Kerry and Senator Gregg all made the USCG aware that BM1 Ruggiero had a DVP order issued against him (CDR St. Pierre and CRD Popiel were the ones who responded) begining in June 2007-March 2008.  Oct 2007 BM1 Ruggiero received special weapons training at Camp LeJuene as shown on his travel voucher as well as he signed a statement under oath to this.  The 7th district in a letter written to me by Captain Lee in July 2008 clearly stated that the USCG did not remove BM1 Ruggiero access to weapons until March 8, 2008. 8 months after BM1 Ruggiero was served the final court ordered DVP order , the same order that is currently held against him because he was found guilty (2 years in a row) of comitting violent /vicous crimes in relation to domestic violence/abuse </description>

<description>With all due respect Commander the USCG did not comply with the Lautenberg Amendment. The 7th District complied in March 8 2008 when my Attorney and Senator Kennedy&amp;#039;s Office sent them a letter stating that MKCM Della Rocco violated the privacy act by mocking the DVP order and forwarding my information to LCD Miller and Gordon as well as BM1 Ruggiero.  Information on my daughter and my confidential location to which BM1 Ruggiero used this information to terrorize us  BM1 Ruggiero had a DVP/RO order issued in June 2007. The NH Attorney General&amp;#039;s Office, Attorney Lucy Carrillo made CGIS Wayne Williams aware of the DVP order in Aug 2007 because BM1 Ruggiero continued to avoid service of court orders. Sgt Marquis made BM1 Ruggiero and CGIS Williams aware of the DVP order in July 2007 when BM1 Ruggiero attempted to serve false FL orders when he was a Title 10 Reservist out of New London, CT and stationed in Charleston SC.  . </description>

<description>I do not know Webster Smith personally, nor was I witness to the crime he was accused of commiting. So it would not be fair for me to comment. Now if Mr. Smiths Attorney was publically displaying his affection/acceptance for child molesters(meaning under 18 years of age children), well I would say the same things I said above about DesFosses.  If CG BLOG or Coast Guard Report or any news related source reported that Mr. Smith was arrested, convicted for abusing his wife and reported that his best friend, all friends of 1 plus year, all former employers, former wife, parents and brother all testified to Mr. Smith&amp;#039;s violent behavior, well I would probably comment the same way I do about BM1 Ruggiero. If Mr. Smith lost custody of is two children and neglected/ failed to pay child support for his third while living in a 3000 apartment in SC, well again I would comment as I do about BM1 Ruggiero.  And if the USCG failed to address Mr. Smith as they have BM1 Ruggiero,, well I would be disgusted with the USCG&amp;#039;s actions the same as I am now as well as I would feel horrible for Mr. Smith&amp;#039;s victims </description>

<description>In response to BM1 Ruggiero&amp;rsquo;s Attorney Philip DesFosses.  Google his name and you will see the hundreds of child molesters he has &amp;quot;saved&amp;quot;: from justice.  Below is just a small handful of articles on him. Note how he publically blames the 7 year old for his client ripping away her innocence. I understand someone has to defend them but this one not only defends these scum of the earths crimes by blaming the helpless child but if you read these articles he actually condones them.      </description>

<description>What about Article 134 of the UCMJ. Failure to notify.  Obviously Bm1 Ruggiero did not notify his command because he&amp;#039;s still employed and if he did notify his command that would mean the USCG violated the Lautenberg Amendment. So which one is it? </description>

<description>The problem is that in many ways it is in the USCG&amp;#039;s best interest for BM1 Ruggiero to have the DVP order (he has active against him) to be dropped and/or null and void.  It makes the USCG&amp;#039;s actions over the past 2 years appear much cleaner/less guilty. I suppose it is much easier to place the blame upon me and make it look like &amp;quot;the wife was just a crazy, obsessed nut&amp;quot; verse swallowing their pride and addressing the actual lack of communication problem within their current structure.  Hence the reason why they continue to use the Privacy Act to address things.  It appears they use this excuse much more in comparrison to other military branches.  I could be wrong but at least I&amp;#039;m adult enough to admit it and I have enough pride to swallow it if and/or when I make a mistake.   </description>
