I think that the word "blame" is a little strong. I think that if State Farm had come to the owners and said, "Look, we understand that you have had a loss here, but there's still the matter of the damage to our customer's car." that would have showed a lot. But that's not what happened according to the story. They just sent these people a bill and it's because of these types of things that it's become so easy for the administration to demonize insurance companies (which they do regularly). Yes, it's legal and right to expect people to pay for damage caused by themselves or those they are responsible for, I'm just saying that it can be done a better way. Don't be obtuse.
