I agree with it all except for shortening the season. Super conferences split into two divisions is the trend, so going back to an 11 game schedule would not give you the information to formulate even a top 20. There would be too many 10-1 teams that schedule pastsies in the 2 out of conference games. And with the larger conferences, the rotation would occasionally give these same teams weak conference schedules like Georgia already not playing LSU, Alabama and Arkansas for 2 straight years. Or a Purdue not having to play Ohio State Wisconsin and Penn State. That is a formula for teams to weaken their shorter schedules so they almost guarantee themselves a playoff spot and in some cases a playoff bye. Even with 13 games, the calender to schedule a tournament would not be an issue with your proposed 20 bowl game limit. I like the potential for this format and with revenue sharing from the teams that do make the playoff back into their conference, it won't be such a big deal for 6-6 teams to get some crappy bowl game for exposure and $. Like you said no one outside of the program cares about a Pizza Bowl or Car Mechanic Bowl a day or two before or after X-mas.
