It had never been jailbroken before. Firmware 4.3. Jailbroke using redsn0w. Cydia icon was white, so I re-ran redsn0w using "just boot tethered. Cydia was then working so I re-ran redsn0w "instal cydia" to get the un-tethered jailbreak. It did not work. Now I can only get a tethered jailbreak. Anyone not how to get it to untethered. I can not restore bc the SHSH blobs were not previously saved.
