I agree 100% except in this case it looks like he wasn't supposed to be around her in the first place. Looks like she got a restraining order against him...which might explain why he got out of a cab a quarter mile away...

This is probably a good case for home detention (ankle brace monitoring). That is so long as he shows up to every single counseling session. If he skips one, off to jail he goes. He already proved that 2nd and 3rd chances don't have much of an impact on him.
