F-22s don't take off from carriers. I guess if the Air Force pre-positioned F-22s near Libya it would be possible for them to be there but, the US doesn't seem to interested in helping and an F-22 going up against the Libyan Air Force wouldn't be a dog fight it would be a slaughter. Even with F/A-18s anything that the Libyan Air Force sends up will quickly come down.
