I'm not bothered by his placement on Superstars, but rather his random placement with Mahal in a tag match against Goldust & R-Truth.
The U.S. belt serves as a secondary championship for superstars who are EITHER being tested to see if they warrant moving up the card, OR serve as competent gatekeepers for the mid-card. Not everyone is meant to be a World or Universal champion, and some in the mid-card do not qualify as "cruiserweights", so without a singles championship to aspire for (in kayfabe), that only leaves tag team titles. RAW has plenty of those right now.
Technically, Charlotte did bring it up, but Foley twisted it to make it seem like the match idea was Dana Brooke's, essentially building more animosity between the two. I thought it worked on TV, as long as you didn't think TOO hard about it. Heh
I agree. WWE is doing it right with Nia Jax, so why not do the same with Bayley? If they need her for tag matches with Sasha, that's one thing. They can sell their friendship all day. However, Bayley needs to showcase her strengths, sell her character, and REALLY get over with the fans to the point that they're dying for her to get a title shot.

Kane won the match because Randy dropped Wyatt with the RKO, returning the favor from earlier in the evening. It did EVERYTHING to continue the feud between Orton and Wyatt and make it more personal. Kane was just a tool to stoke the animosity.

Clearly, to showcase INTERNATIONAL talent, and promote what a huge deal this is for the division, as well as WWE. The hope was that some would sign, and while some did, Sabre and Ibushi declined. In doing so, they pretty much forfeited ANY shot of winning once rumors began swirling that the winner of the tourney would also win the WWE Cruiserweight Championship.
