I wouldn't go as far as to say there is any sort of "mastermind" behind any of this. There's no pimp in the area with goldfish highheels, a cane, and leopard skin suit waiting in the wings. Sorry to spoil your Hollywood interpretation of this.

Umm no its not the law, you get a ticket for public urination. That is not a law that'll put you on any registry, read the actual law before you make uninformed comments please.

The officers running the stings aren't patrol officers. Besides you can never predict when or where burglaries are going to hit. At least with this offense the officers are dealing with a situation that has generated a number of complaints from neighbors etc in the area. And these individuals for some reason can't figure out to leave this area while doing their "jobs". It may be shooting fish in the barrel, but at least the police are trying to address a problem.
