My suggestion is to create a post with the policy. Then, above each area have a small line of text of something like "Please read this first" and a link to the post with the policy. This takes little room, yet is there with the rating system.

Of course there is the problem of getting raters to read the thing! But this a problem with even a basic terms and conditions notice. Think of the millions of websites - both main and small stream- where one can (or has to) sign up for an account. Every one of them- I think its safe to say- has that "I have read and agree with the Terms and Conditions" check box at the bottom. How many people do you think actually read those? Its much easier to just check the box then have to read some long, rambling document on legal issues and related (even though it should be read).

That's a great post idea for the future- "how to get your terms and conditions read." Thanks for bringing up that issue. :)

I think I will restore the black because I'm having trouble reading it as well. As for the background, I think a MUCH smaller image would do the trick.
