At least in the SODO district you already have multiple public transportation choices already built in so if you dont want to drive you have the Sounder trains, the light rail, buses and if you are from the other side of the the water you can catch a ferry. (if you do it every day you buy a pass if you are smart!) ). Look at the cost of driving: Gas 3 dollars a gallon, parking 13.00 a day where I work , wear and tear, milege depretiation of your vehicle and then the intangables like stress from sitting in traffic. The cost of driving a car will still be way more expensive than taking public transportation. If you cant afford the cost of a bus fare you certainly cant afford to drive and park a car. Instead of the ride free zone which is abused by plenty of people who could pay, (they have money for smokes and booze) subsidize passes for the disabled and elderly. My experience with tourists is they take taxis not buses.
