It should not be government mandated; instead charity should be privatly given. As more freedom permiates a society, more and more opprotunity presents itself. This proliferation of personal wealth allows and encourages a charitable heart. Charity can be financial or personal time/effort in your community. AS the money system collapses around us, charity can be given with your time and effort. Care enough about your street, your block, your county, state, and your country. Where are our priorities now? The moral compass should be set to: God. Country. Family. Self. It's hard to aswer that way, but our Founders did it. Thats why it worked for 200 years.
