You could make it a rule that every new peer is selected by lot - allowing people to say "no thank you" if they don't want it. One new peer to be created for every 2 that leave by death or retirement or whatever, until you get to a sensible number, maybe 300?

Or nominations throughout the year, then all candidates put to a country wide vote in May - the top N would join the Lords where N is half the number of leavers that year.

What you could do is use the CO2 output from Drax for example, which is allegedly burning wood from sustainable forests and combine it with hydrogen from renewable or nuclear power to make aviation kerosene. There's no net increase in CO2 if you believe that Drax is carbon neutral. Or you could use a sustainable crop of some kind directly as the carbon source. Unfortunately, sourcing aviation fuel like this would severely limit how much flying could be done.

The brief description of the role in the article, and my own experience of actually being a governor says that it's a job, and therefore ought to be paid. Of course you're not going to get many volunteers for a difficult, time consuming role for nothing.

In renewable energy speak "powering a home" is equivalent to 0.5 KW. So the equivalent of one 600 MW CCGT would be 1,200 million homes. They only include in home electricity, not heat or anything else.
