However, is anyone else disconcerted by the insinuation that, his "prisoners have rights" speech notwithstanding, Carrot used the time Pratchett conveniently skipped to beat up the palace guards? Apparently, beating someone who's already down (but "didn't resist much") is okay up to the moment you pronounce them to be under arrest. Or am I reading that wrong?

I would be, but from what we've seen, it kind of seems way out-of-character for either of them to have done so. Both Vimes and Carrot were very definite it being wrong to rough up the prisoners, so when it jumps from Carrot charging to Carrot picking up their unconscious bodies from the floor... I just can't picture either Carrot continuing to beat them while helpless, or Vimes countenancing it. I'd be very bothered by it if it happened, but I also can't see it happening. Maybe that's the joke?

On the other hand, 'resisting' arrest doesn't necessarily mean fighting; maybe they curled up into a ball and started screaming? Yeah, that's probably a stretch (though it's also probably what I would have done).

The hard part is calibrating a proper lie, because it's very easy to accidentally spoil someone by revealing an underlying assumption even in the midst of selling an otherwise complete lie. It has to be plausible enough to be believed, but by knowing in advance that something is a blatant lie, you inevitably tip off that the exact events as depicted did not actually occur. Even something as simple as stating that X decided to go to law school when he in fact went to clown college would reveal that not only X is still alive, but that he likely plays a significant role in the future.

So when I say that (Blatant Lies)...

You could cross into L-space, gather up all the nuns in the next dozen worlds, and it still wouldn't be enough.
