Welfare benefits are very complex, with each claimant having different circumstances. That is why it is impossible to design a one size fits all IT system. Manual intervention and decision making is vital to make payments. And it would seem the system is not geared to process payments on time.

Yes government are usually bad at IT projects but I can't think of anything in the private sector that is anything like as complicated as UC.

And so have people on the right weaponised food banks, eg JRM. Wasn't it him who said that they are only being used because they are there, or words to that effect?

Not sure what to make of it. It sounded the right notes, if short on policy detail. I did wince however when she praised Javid's father for coming into the UK with only £1 and making a name for himself. This of course could never happen again following the immigration announcements. And is austerity really all over? Has this speech done enough to save her?

It worries me to have someone as emotionally flawed as Kavanaugh as a judge. Also, he seems far too political to deliver independent and objective judgements.

The sales people are very good at dangling toys in front of the military and then they become must have items. This in turn puts pressure on the politicians and procurement people. As you say, often the cost (and time) is then inflated to allow for adaptations and enhancements.

It was ever thus. I wish I knew the answer.

It almost always has failed. The only thing that seems to concentrate minds is tight budgets.

Mr Dunn, please for once try to play the ball. Yes, I've been to lots of different countries. Anyway, we seem to doing our darnedest to make it difficult. Let's see what happens, but I would appreciate some clarity.

Nothing to do with entitlement. Just an expectation of reasonableness. Your brave new world is not one I'm looking forward to. I suspect there will be quite a backlash to these immigration proposals once things become clearer.
