I have just re-read Article 50.- 3
3. The Treaties shall cease to apply to the State in question from the date of entry into force of the withdrawal agreement or, failing that, two years after the notification referred to in paragraph 2, unless the European Council, in agreement with the Member State concerned, unanimously decides to extend this period.

So there needs to be unaiminity with the EU 27 and crucially the UK has to agree. I cannot see Boris agreeing to it given his position.

It is possible that the EU offer their move and Parliament legislate to require the PM to agree to it, but that requires a change in the law which is far from certain.

It is probably the subject of another article, but. Cherwell and South Northants councils currently share EVERYTHING. This very successful partnership has to be unwound as a direct consequence of the Northamptonshire unitary process.

The decision for Cherwell to work with Oxfordshire is to replace, or keep, the savings that Cherwell already get from their joint working with SNC.
