It's the quality of life for area residents. Having a trail system, lakes, nice parks, amenities, etcetera helps draw in high quality employers and companies and helps retain them. Sure, there are some minor tourism selling points to trails. However, it is mostly a quality of life argument. Places without trails are starting to fall behind places with good trail systems. For evidence of this, see Cedar Falls, or the Twin Cities. What you often see is college towns with lots of trails, students get used to them, and then want them when they graduate and move on...
