In any case, this oversight is a symptom of a larger problem. Lugar thinks that he deserves special treatment, no doubt because of his status as a nationally-recognized Statesman of the Senate. He thinks that he's so much bigger than Indiana that the simple, polite requirements of political convention are beneath him. The United States is at a critical political and economic crossroads, because politicians like Dick Lugar have acquiesced to America's evolution into an European-style welfare state. The speculation at the time was that Kimberlin ordered a hit on one of the employees because of a drug debt and the others were killed to avoid witnesses and make the incident look like a robbery gone wrong. When looking for motive, the police naturally looked into the backgrounds of the victims, which led them to the Kimberlin connection. As soon as the police started to investigate him, Kimberlin decided to begin a campaign of random bombings, to distract their attention. It worked, until he got cocky and sloppy. Local law enforcement put all of its resources into finding the perpetrator, and everyone in the city was afraid to go out a night, for fear of being a victim of senseless violence.
