They have an obligation to stop and prevent crime. If this guy would have taken off and crashed into someone, and the PD did NOT try to stop him, they could be heald liable for not doing anything. At the same time they can also be liable in a chase where some inocent person gets hurt. It's really a no win situation for law enforcement. And yes the helicoper program was a victim of budget cuts about 3 years ago or so.
