It was APPLE.
Apple had an exclusive distribution contract with Hasbro for the HD versions of all the episodes of MLP:FiM, via their iTunes store. Apple only lost that deal it in 2014, when it expired and Hasbro shopped the license around for more money. Afterward, HD versions started appearing on Nexflix instead of the SD they had been running, episodes became available for purchase on Amazon, etc. etc.
THAT's why we only got DVD's of the seasons and episodes, but blurays of the Equestria Girls movies, because EG doesn't fall under that exclusivity deal.
That's ALSO why the version of "The Last Roundup" wasn't edited on The Friendship Express DVD. Because that disc was the SD version of the episode, and only the HD was changed and sent to Apple. The original SD file was shipped for the DVD.
Thirdly, "The Last Roundup" isn't the only episode that Hasbro changed to appease Apple. They did it to "A Dog and Pony Show" too.
Apple has a LONG history of inconsistent random filtering of content on their iTunes store, and making demands of those that sell digital wares there, because Apple has them by the balls with contracts and expensive lawyers. Apple's preemptive internal iTunes censor people raised a stink about the Derpy's name and eyes, and demanded it be changed. There weren't any groups of parents or anyone else sending hatemail. Hasbro bowed to Apples demands, because otherwise Hasbro would lose money from selling digital copies of the episode.
It was 2 big corporations squabbling over money, and Apple had Hasbro locked down with a contract.
That's the ONLY reason Derpygate happened!

It was Apple.
The Apple iTunes store demanded it be changed for their dubious and often double-standard content policies. Hasbro capitulated and made DXH make changes to The Last Roundup, because of the exclusive distribution contract they made with Apple. It's not the first time, nor last, that Apple forced a change on ponies...
Which is why I'm a big advocate of NEVER buying episodes from itunes. or anything else from Apple.

Wicked is a 2003 musical, based on 1995 book, based on the 1939 film, based on the original book.
The Emerald City is also a common nickname for Seattle, Washington. It is called that due to the evergreen forests that permeate the region. Emerald City Comicon is named after it's hometown.

Word is that the only reason that Hasbro hasn't is due to a contract stipulation in their distribution deal with Apple, for the episodes available on iTunes. That's the only place you can currently buy HD episodes, so Apple may be blocking Hasbro from selling HD episodes elsewhere. Habro did release the EG movies on BluRay, probably because those are technically movies and probably outside the Apple contract terms for episode distribution.

IMO, she never seemed like an interesting character in her episode either. I'd personally rank her as second lowest of the 6 key-gift givers. (lowest for me is Silver Shill, cause... seriously. What an abrupt, poorly-paced about-face to force a moral in that episode.)
