<description>In my opinion, the most crippling aspect of our Federal government as it affects our citizens is the 16th Amendment.  A tax on income gives Congress too much power to manipulate and divide our citizens.  It also punishes achievers and rewards non-achievers as we now have 50% of the population who pay no income taxes or are sent an &amp;quot;earned income tax credit&amp;quot; for being unproductive.  We all have a stake in the success of our nation and we should all contribute.  I would propose a Constitutional Convention to repeal the 16th Amendment and replace it with a Fair Tax (basically consumption) set at a reasonable 22 or 23% and further stipulate that the % could not be changed without approval of 3/4 of the States.  If Congress needs more of our money then it would be in their interest to do everything they can to promote the capital system. </description>
